Having been both the giver and receiver in times of need, I wholeheartedly agree with this article and appreciate reading your view on this topic!

As a rule, I do not give to panhandlers and transients.  I HATE when someone approaches me with terrible lie that they need bus money, cab fare, or to make a phone call.  But I was once with my younger brother one evening when we were approached by a panhandler on a city street.  My brother initiated a conversation with him to find out what his need was as well as his skill level.  My brother proceeded to give him his business card and told him to call in the morning and that he would set him up with a job painting rental units.  I later asked if the panhandler ever called, and he said, "Of course not!"  But he explained that that was how he offered his help, and if a person was truly in need or motivated, they would present themselves, raise a hand and DO something about it!  (Teaching a man to fish...)

As I write this, I also remember a lesson we learned in church one week that if we give our help or money to someone that asks for it, WE will be given Blessings for our assistance, regardless of how that money was spent by the person that asked or begged for it.  We were told not to deny Blessings that await us because of our logic or knowledge of where that money will most likely go.  So I guess it all depends on your perspective, or maybe even on how needy YOU are for Blessings that particular day!
